This webinar will be an introduction to the FBI's Violent Criminal Apprehension Program (ViCAP), as well as the Highway Serial Killer (HSK) program. Det. Blass will be discussing what each of the programs can offer to law enforcement and will provide a case study on how both can be used.

Detective Jacob Blass, Fremont Police Department, Cold Case Homicide and Long-Term Missing Persons

Det. Blass has been with the Fremont Police department for almost 16 years.

Det. Blass has been a detective for 9 years, where 6 of those years have been primarily focused on investigating cold case homicides and long-term missing persons.

Det. Blass is currently a ViCAP National Advisory Board Member (NAB) and currently covers and assists agencies in regards to ViCAP from California, Nevada, and Hawaii.

Det. Blass has also founded and created a Cold Case Homicide and Long-term Missing work group in the bay area, which not consists of over 100 members from over 50 different federal, county, and state agencies.

 During Det. Blass’ tenure in working cold case homicides, he has solved 5 cold case homicides, 1 cold case sexual assault, and helped to find resolution for the victims of one of the Golden State Killer robbery/sexual assault cases from April 1979.
